Registration procedure

Registration with MOSS is carried out through the web portal of the tax agency. It is necessary to fill out a questionnaire specifying basic information about the company.

Video games sold and played online, along with in-game purchases and downloadable content, enhance gaming experiences. Online advertising, marketing services, and social media advertising drive digital marketing. Data storage, backup solutions, and cloud-based applications ensure digital infrastructure. The online sale of goods or services, digital payment services, digital photographs, graphics, artwork, music downloads, production, and web hosting services round out the comprehensive range of digital services available.

How-To Guides: Croatia SaaS VAT

Step: 1 Threshold

Effective January 1, 2013, Croatia requires non-EU vendors (including online platforms) of digital services to consumers (B2C) in Croatia to register for and collect VAT, regardless of the sales amount. The obligation was expanded to EU-established digital services providers effective January 1, 2015.
Effective January 1, 2019, Croatia applies a VAT registration threshold of EUR 10,000 for EU-established digital services providers. The threshold does not apply to non-EU businesses.

Step: 2 Business Registration

Managed by the Porezna uprava (Tax Administration). Non-EU entities must appoint a local fiscal representative. EU entities may register directly.

Step: 3 TIN/VAT Number

OIB (Personal Identification Number). The VAT ID format is HR + 11 digits (e.g., HR12345678901), issued by the Ministry of Finance.

Step: 1 Standard VAT Rate

The VAT rate in Croatia is 25% (Standard VAT).

Step: 2 VAT Formula

To calculate your tax amount, consider using this formula:

 

Tax Amount = Net Price x 25%

Step: 3 Reverse Charge (B2B)

Applies to cross-border B2B SaaS sales. If the Croatian buyer provides a valid VAT ID, the supplier does not charge VAT. The buyer accounts for it in their own return.

Step: 1 Selling B2C

Collect 25% VAT from Croatian private consumers. You may use the VAT One-Stop Shop (OSS) to report all EU B2C sales via a single return in your home country.

Step: 2 Selling B2B

Apply the Reverse Charge Mechanism. Verify the buyer’s VAT ID via VIES. No VAT is charged on the invoice.

Step: 3 Invoice Requirements

Must include:

  • Supplier Name/Address
  • OIB (VAT ID)
  • Sequential Number
  • Date of Issue
  • Buyer Name/Address/VAT ID
  • Description of Service (SaaS)
  • Unit Price (Excl. Tax)
  • VAT Rate (25% or “Reverse Charge” note)
  • Total Amount in EUR.

Step: 1 Filing Interval

Taxes should be filed monthly (standard for non-residents). Quarterly filing is generally unavailable for non-established businesses.

 

Step: 2 Filing Deadline

Tax filing deadline is the last day of the following month, effective 1 Jan 2026. 

Step: 3 Submission

Taxes should be submitted electronically via the ePorezna portal. Payments are made via bank transfer to the state budget account.

 

Step: 4 Record Keeping

Tax invoices should be kept for a period of 10 years (Digital storage of all invoices/records).
