Що таке Imposto sobre Operações Financeiras, or IOF, is a Brazilian federal tax for a wide array of operations involving financial, foreign exchange, credit, insurance, and securities. Effective May 2025, alterations to tax regulations and specific government initiatives in Brazil, pertaining to cross-border transactions, credit operations, and supplier financing, are relevant to payment costs and compliance for SaaS and other B2B businesses conducting operations in or with the country.

What did Brazil's 2025 IOF Reform change for foreign exchange rates?

Decree No. 12,466/2025 (effective May 23, 2025) standardized most foreign exchange operations at a flat 3.5% IOF rate.

The decree also introduced a tiered credit IOF structure based on business type:

What transactions are exempt from IOF Brazil?

Certain types of business transactions will not fall under the new regulations. Examples of business transactions that are still fully tax-exempt are:

  •     Personal (individual) loans
  •     Student financing and housing loans
  •     The return of foreign capital is presently 0%, implying the tax is not currently a factor
  •     Certain financed operations limited to specific exempt categories
